A Guide to Parent Rights in Special Education UPDATED version available

The Ohio Department of Education and Workforce has updated A Guide to Parent Rights in Special Education to include the changes to the Operating Standards for the Education of Children with Disabilities.


Visit the Department’s A Guide to Parent Rights in Special Education webpage for more information. The Parent Rights document is available in English and 20 other languages, including Somali, Gujarati, and Arabic.


Starting July 1, districts must use the revised guidance document. Full implementation is required for the 2025-2026 school year.

NEW Surrogate Parent Training Modules Released

The Ohio Department of Education has released their NEWLY updated Surrogate Parent Training Modules. ALL current and future Surrogate Parents are required to complete the modules in order qualify to serve as a Surrogate Parent.

These special education coaching prompts will support district and school administrators to lead conversations with their DLT, BLT, TBT and other school based teams to ensure that silos do not exist between special education and general education.
